敦化國中學區疑問

怎麼可能沒唸敦化國小就不能進敦化國中，
敦化國中的學區跟敦化國小的學區沒有100%重疊，
一定有國中學區在敦化國中，但國小學區不在敦化國小的。
兩者主要差在中華里。

敦化國中學區:
松山區：中華里（1-19、21、22鄰）、中正里、中崙里、吉仁里、美仁里、福成里、敦化里、復源里、松基里（13、15-16鄰）。
復建里：中崙國中、敦化國中共同學區。
中華里（20、23-25鄰）：介壽國中、敦化國中共同學區。

敦化國小學區:
松山區：美仁里、吉仁里、中崙里、敦化里、福成里、復源里、復建里、復勢里、中正里、松基里（13、15-16鄰）。中華里(11鄰):民生、敦化國小共同學區(試辦)。◆大安區：光武里（12-23鄰）。

再說有些家長會在入學前轉籍到敦化國中，但是小孩並沒有轉學籍到敦化國小，那就不是敦化國小的畢業生。
