立院三讀 導聾犬可自由出入公共場所

立法院今三讀通過「身心障礙者權益保障法條文修正案」，導聾犬、肢體輔助犬將比照導盲犬入法，可自由出入公共場所、營業場所等公共設施，且不得拒絕其自由出入、收取額外費用或附加其他出入條件。

國民黨立委蔣乃辛在提案說明指出，新生的功能性導護犬在歐、美、日等國都已有相關法律規範保護，而台灣僅將導盲犬納入規範。

民進黨立委田秋堇則指出，導聾犬、肢體輔助犬與導盲犬相同，皆在導引協助聽覺、肢體及視力障礙者，在法律上應一體同視，同受保障。

三讀條文明定，視覺、聽覺、肢體通能障礙者由合格導盲犬、導聾犬、肢體輔助犬陪同或其專業訓練人員於執行訓練時帶同幼犬，可自由出入公共或營業場所、大眾運輸工具等公共設施，設施所有人、使用人或管理人不得因此收取額外費用，也不能拒絕或附加其他出入條件。
