檢察總長黃世銘即將於4月18日卸任，總統馬英九依法須於3月18日前提名新任總長人選，民間司改會今天要求馬英九就提名總長人選全面公開化和透明化，公開推薦名單，成立審薦小組，說明提名標準，同時，馬英九與總長被提名人選應回答司改會所提問題。

司改會表示，檢察總長身居要職，權力極大，又受法院組織法規範的「任期保障」，為免私相授受，提名程序應該非常嚴謹，不應黑箱作業，因此馬英九應立即公開司法院、法務部及其他團體所推薦之總長候選人名單，避免外界不必要的揣測及影射。

司改會認為，馬英九應仿照監委提名模式，立即成立審薦小組並說明總長提名標準，以昭公信。此外，馬英九及所有被提名的候選人，應就司改會所提是否謹受憲法分際、絕不向總統報告個案等問題，公開表示看法，接受公眾監督。
