　馬英九總統上午出席2013年消費者保護國際研討會開幕典禮，致詞中提到，消費者保護最重要的一環就是建立「消費者意識」，是消保行動成功的關鍵要素。近日油品標示不食引發的食安風暴，就是消費者意識提高的最好例證。　他說，每個人都是消費者，消費行為遍及每個人的生活角落，當消費者獲取資訊的管道不多，且處在財務弱勢的一方時，政府就必須介入保護消費者。而在全球化的情況下，消費者保護不再只是政府對國家內部的行動，將更需要國際間通力合作。
