請問車禍的責任歸屬

幫朋友詢問，請大師幫忙

如過三叉紅綠燈路口停止線時為黃燈，可過了一半轉為紅燈，
對向車道轉綠燈，此時對像衝出一台摩托車，發生車禍責任歸屬應如何判定？

己方＞　過停止線時黃燈，到一半轉紅燈

對方＞　是綠燈，可經路口未減速有速度的衝出

請問這樣，黃燈過停止線的完全劣勢嗎？

因為他很擔心，所以...
