訂機位問題

我這一陣子都在爬文,明年打算去關西玩

後來有查到：
1.訂位可分成跟航空公司訂以及跟旅行社(票務中心)訂 ,
前者訂位完成後可找任何一家旅行社(票務中心)開票 ,
但後者只能再同一家旅行社(票務中心)進行開票

２.跟航空公司訂位時要決定出發日期 ,但不用付任何金額 ,
　完成訂位確定要要開票的時候才需要進行付款

3.跟航空公司訂位完成之後會有一個訂位代號 ,用這個訂位代號去向旅行社(票務　　
　中心)詢問開票價格即可

4.可以多預訂幾家行空公司的機位 ,最後不開票只是機位被收回而已

但是我朋友跟我說，現在沒有訂位，只有訂票
而且訂票之後就是要馬上付錢了
請問是改規則了嗎
那如果時間還久，還不確定明年哪天出發的話，是要怎麼辦呢
越晚訂不是會越貴
