小弟住家樓上搬來一戶惡鄰, 每每都用尿液澆花, 而且很大量, 以至於會往下大量滴灑, 滴下來的尿液, 不論是在遮雨棚, 或是在我們陽台的盆栽上以及陽台地板上都會承接到, 不論是溼溼的一大片, 或是乾燥之後都有濃重的尿味, 小弟打了1999, 卻被市民熱線那邊先是沒有違法, 不能處理來敷衍, 後來小弟我堅持要請環保署的會勘, 結果卻被放鴿子, 後來有收到結案通知簡訊, 但是環保署的人完全沒有現身

於是乎小弟只好再打一次電話去1999申請現場會勘, 因為這次口氣比較嚴厲, 應該不會再放鴿子了?

但是想請問各位大大, 這種狀況該怎麼處理比較好呢? 謝謝
