提升國會效率 黃國鐘：引進辯論制度

國家政策研究基金會顧問黃國鐘今日下午出席國民黨舉辦「如何提升立法院議事效率」公聽會時表示，高中老師都要交學期課程計畫表，委員會當然也應該要提出立法計畫，否則，走馬燈式發言，造就明星立委與明星總統，但國家卻沒有進步。

黃國鐘也建議，國會可以引進正反與政黨的交叉辯論，讓民生法案去進行正反辯論，從反覆的辯論去尋求真理，而非像聖旨一樣，一頒佈就要遵守。
