翻譯如下：

總統（就是指Clinton）給蓋茲開了一計強的克林頓處方（指的是他常用的交友/政治招數。）。什麼招呢？（逗點後面就是在解釋）就是散發他的魅力，並找兩個人的共通點，好引發共鳴，而這兩個人的共通點，就是最近母親都剛過世了。

我已經看過前後文，這樣解釋蠻合理的，因為後文繼續說克林頓因為蓋茲沒中招，而冷淡的反應，感到有點受挫。

在英文中逗點後面有時是在說明前面的東西，在這裡就是這樣。
