大戶條款緩徵 李桐豪：現任應承擔後果

立院財委會日前決議，證所稅大戶條款緩徵3年，沒有解決投資者對股市量能萎縮疑慮，反將問題丟給下任政府處理。親民黨立委李桐豪主張，如果要展延，就僅寬限一年，但大戶課稅起徵門檻也由10億元調高至15億元，已研擬提案連署。

對此，剛完成緩徵3年協議的藍綠黨團均表示，等李桐豪提案正式或足夠連署，再來討論。

立法院財政委員會上周三決議，規劃明年元旦上路證所稅大戶條款，暫緩至2018年實施，起徵門檻則定為10億元證所收入。

但李桐豪認為，如果大戶條款要延緩，應「時間提前、空間擴大、加上配套」，延後上路時間應僅為一年，在這屆立委任內實施，大家一起承擔責任，不應讓未來政權扛責。

此外，要減少證所稅開徵衝擊，提升股市交易量，則可將起徵門檻由目前10億元規定，調高到15億元；證交稅稅率則可從千分之3降為千分之2.7，微幅調降。
