國道超速罰單疑問！

請問各位大大，小弟這張罰單能否申訴？
因為有拍到別台車！
但是他有鎖定我的車（左燈殼下方）
如果是機器誤判呢？
而且罰單是上個禮拜才收到的，跟違規日期差了一個多月！
有需要去申訴嘛？
還有如何申訴...。
