朝野難得有修憲共識，但目前在立法院的修憲案包括投票權下修到18歲、廢除考監兩院，立委表示，都只是修憲工程的一小部分。

民進黨立委李俊俋表示，現行立法院的修憲委員會運作僅能處理付委的修憲案，無法就整體憲政改革議題進行全面性的討論，難以回應各界訴求。

他主張，立法院有必要在修憲提案進入修憲委員會之前，先成立憲政改革委員會，提供討論平台凝聚共識，讓修憲工程畢其功於一役，已擬定提案連署中。
