關於電影配樂抄襲與使用問題

剛剛聽到樓下電視聲傳來的音樂
明明是中國的武俠連續劇
怎麼傳來了耳熟能詳的音樂旋律
仔細聽結果是Hans Zimmer的《神鬼戰士》其中一首曲目
而且還完全一模一樣絲毫未改。

想請問，是這些電影配樂過了一定時間就能被其他影劇拿去使用嗎
還是使用之前需要得到相關單位同意？

不過話說自己對電影配樂的了解
我認為現在的作曲家也不能這樣直接用上別人的作品吧
這是對這部電影（或影劇）的「忠誠」問題欸
就好比同一個作曲家也不會在自己的作品穿插自己過去的旋律
還是說中國已經找不到像樣的音樂製作人了？= =
