An English grammar question

I don't understand that grammar of the following sentence.

*If I may say so, I don't think your application is going be approved.*

Think, is,and be are verbs, Why there are three verbs in the sentence?

The sentence into Chinese is meaning : 恕我直言,我不認為你的申請書會被批准.

Think = 認為 (verb)

Is = be verb

be = be verb

為什麼會有三個動詞存在在一個句子之中呢?

還有 be going to 不是一個固定用法? 那麼 be going + 被動..?
