因為是 "a" pair
所以一定是用is
pair儘管有（一雙）的意思
感覺很像要用複數
但是在性質上
pair本來就是可數名詞
今天數量只有
"a" pair的話
就用is
"two" pairs才開始用
are
至於後面加的名詞
如
shoes, socks, glasses
並不是影響動詞的東西
所以不要被後方的複數名詞干擾了
例如：
A pair of socks in this store is only NT 10 dollars. So cheap.
提醒
英語的of前方的東西往往才是訊息的重點所在

Sandy is the mother of Lisa.
Sandy是Lisa的媽媽。
雖然這句話裡面Sandy這個訊息也很重要
但說話者想要傳達的訊息其實更重要的是Sandy是一位母親。
如果店員問你
How many pairs of socks would you like?
你會用sock來回答
還是pair呢？
答案當然是pair囉
I would like 3 pairs.
所以英語中
of前方的名詞才比較是訊息的重點所在
雖然這種觀念很抽象
也可能一時難以理解
可是有助於你了解為什麼你問的問題要看pair而非socks
