One of the authors was among numerous engineers hired in anticipation of a large government contract to ensure the project would be able to begin as soon as the contract was signed. However, the contract was never awarded, and everyone had to be transferred elsewhere or laid off. The payroll loss alone amounted to hundreds of man-months.
