外傳本屆APEC主辦國中國大陸，拒絕國發會主委管中閔、陸委會主委王郁琦出席，上午遭外交部與陸委會否認這項傳文。外交部長林永樂表示，管中閔已經前往大陸參與部長會議，出席APEC沒有問題。

陸委會主委王郁琦說，相關消息是空穴來風。王郁琦說，去年陸委會首次擔任兩岸領袖代表的幕僚工作，今年若沒有意外，將比照去年模式。

至於外界質疑，中國大陸APEC邀請函以「The Honorable Mr. Ma Ying-jeou」(尊敬的馬英九先生)，有矮化馬英九問題。林永樂說，APEC是經濟領袖會議，所有元首都是以經濟領袖身分出席會議，抬頭沒有矮化問題。
